xf86-video-chips Version 1.4 released

This release actually fixes a bug that affects non-HiQVideo Chips & Technologies devices.  I tested the code on a Chips & Technologies 65548 1 MB PCI bus desktop graphics card (unknown manufacturer) with Xubuntu 16.04.5 (X Server 1.19.6). Standby resume does not work.
